Role purpose 

• Provide HSE advice to site leaders and ensure compliance to Syngenta HSE policy, standards, code of practices and local HSE legislations.
• Identify hazard/issues and engage leaders with action plans to manage the risks.
• Monitor HSE performance and report the performance, trend at site, territory and region levels.
• Implement HSE new management system on time.
• Develop an effective & competent HSE team at functional level in site.
• Implement the site HSE strategy to continuously improve HSE performance in site.


• Develop the site HSE management system, programs and procedure to ensure fully compliance with Syngenta requirements and HSE legislation.
• Monitor vendors to follow Syngenta HSE requirements and HSE legislation. 
• Establish and maintain networks with local authorities and keep abreast of any new or emerging HSE legislations.
• Establish HSE on leadership agenda.
• Help site leaders to set up HSE objectives, develop improvement plan, and track & trace action plans timely.
• Provide support and technical guidance to operation personnel to ensure HSE programs are effectively implemented and maintained.
• Identify HSE training needs, develop training plan and facilitate or conduct the training to raise capability at site.
• Investigate significant accidents and incidents, identify root causes, recommend action plans and validate the completion. 
• Perform HSE internal audit at site. Evaluate HSE performance, communicate to stakeholders and recommend corrective and preventative action plans. 
• Develop and review the site EMS manual, ensure key contact list are up-to-date and conduct EMS drills and table top scenarios.
• Ensure proper environmental and operation permits are acquired for new facilities/operations. e.g. new building, new site or new function.

Knowledge, experience & capabilities

Critical knowledge
• Strong knowledge on chemical management, OH, legislation and 3rd party management. 
• HSE related qualification is beneficial 
• Minimum BS degree in chemical or engineering major

Critical experience
• At least five years HSE experience in multinational chemical company or multinational R&D site.
• HSE system implementation experience
• First line management experience with an ability to communicate effectively cross-functionally

• Good oral and written English
